IOW Reviews

IOWs should be periodically reviewed for applicability and effectiveness:

  • Reviews should take place in step with the unit proactive monitoring and Turnaround cycles. See the figure below. Note: IOW reviews should be included into periodic Risk Based Inspection revalidations.
  • Ad-hoc (partial) IOW reviews should be performed when an asset or facility change or project impacting the IOW is implemented, or when an incident, where IOWs were the cause (or one of the contributing factors), has taken place.

Each of the levels of IOW (and Barrier) review has its own purpose:

  • Control should form part of an ESP philosophy and aim at maintaining operation within the defined window.
  • Proactive monitoring is aimed at identifying trends and support where operations is struggling to stay in the IOW window.
  • RBI yearly review, unit performance monitoring or expert group meetings aim to verify that control Barriers remain healthy.
  • Unit integrity review (update S-RBI) is a full update of a unit’s integrity management.

S-RBI Reviews

The complete S-RBI assessment (Step 2 - Step 14) should be reviewed at least once per turnaround cycle in preparation for Turnaround Work-Scope Development and Optimization.

Preferably, an S-RBI Analysis should be validated and updated as follows:

  • As part of TA work scope development.
  • After each maintenance and inspection shutdown.
  • At (or after) the implementation of plant changes.
  • After integrity failure as part of incident and root causes investigation.
  • At changes in operating conditions as part of MOC, e.g., A change in crude diet, if still within IOW, won't change the trendable CRs, but it might affect the NAR assessment.

Note: To ensure the S-RBI re-assessments take place, e.g., every 10 years (as specified in API 501/570), one can create S-RBI reassessment Schedules.
