Civil studies should focus only on credible effects and disregard unlikely effects such as worst cases and progressive effects.

  • Unrest among unit personnel
  • Reduced throughput
  • Unit Off-Line
  • Environmental event
  • Personal hazard event
  • Possible delay in regeneration
  • Possible delay in start-up
  • Immediate or planned shutdown
  • Damage to other equipment
  • Evident loss of redundancy (instrumentation, spare equipment, battery back-up, etc.)
  • Operator response required to mitigate effect
  • Loss of access for personnel, trucks, etc.
