Abuse of the asset (i.e. purposely using the asset outside its design conditions) can be characterized as a Non-Age-Related Failure Mode. Just like an accidental or environmental load that surpasses the design basis of the asset, it is not practical to perform any maintenance activity to an asset that would increase its capacity above that for which it was designed. To that end, most non-age-related credible failure scenarios should result in redesign of the asset or administrative projects that remove the threat.

If a risk is only due to non-age-related failure, the value of the IMS Civil analysis, lies in validating the need for a project that would remove the threat.
