This article describes how to manually create a Reliability Strategy Library (also known as Mainenance Library): setting up the RSL itself, adding a Failure Mode (FM) and its Maintenance Task(s), and approving the RSL so it can be assigned to Equipment.

Caution
Create one RSL per single Location Type and single Equipment Group. Do not create one RSL that spans multiple Location Types or Equipment Groups. See RSL basics for why this matters.

Confirm you have the rights to create entries in the Maintenance Library and, later, to approve the RSL. Approval rights determine which approval level you can set. For more information, see Approval Rights (Privileges).
Step 1: Create an RSL
To manually create an RSL, do the following:
Click Maintenance Library to go to Maintenance Library Main Screen (Grid List).
Click the + button in the upper left corner, next to Maintenance Library.
Fill in the RSL details:
Title | Description |

Title | A descriptive, unique name for the RSL. |
Number | Optional identifier. Leave empty to have IMS assign one automatically, if applicable at your site. |
Description | A short explanation of what the RSL covers. |
Location Type | The FLOC or Equipment location type the RSL applies to. |
Equipment Group | The equipment group the RSL applies to. IMS pre-selects a default group based on the selected Location Type; change it if needed. |
Visibility | Local or Global. Local RSLs apply at a single site; Global RSLs (GRSL) are centrally maintained — see GRSL - Global RSL. |
Active | Indicates whether the RSL is currently available for assignment. Selected by default. |
Integrated | Indicates whether this is an Integrated RSL — see Integrated RSL Introduction. Leave deselected for a standard RSL. |
Allow No Schedule Maintenance Strategy | Indicates whether Failure Modes on this RSL may be left without a Maintenance Task. |
Click Save.
The new RSL is created, and the Maintenance Library details page opens.
Step 2: Add a Failure Mode
Add each Failure Mode (FM) that applies to the equipment covered by this RSL, and define it in the same way you would in an RCM Analysis.
On the Maintenance Library details page, next to Failure Modes, click the + button.
Search for the Failure Mode, select it, and click OK.
Note
If you cannot find a Failure Mode, you might need to create a new one. To do so, go to Settings > Maintenance > RCM Specific Data > Failure Mode. Whether you can add an FM depends on your user role and associated permissions.
Click Edit next to the newly created FM.
Fill in the FM details:
Field | Description |

Equipment Function | The function the equipment performs. |
Equipment Functional Failure | How the equipment fails to perform that function. |
Applicable Equipment Types | The CMMS equipment types the FM applies to. Normally selected automatically based on the Equipment Group. |
Failure Effect | Describes what happens if the failure occurs with no proactive maintenance in place. For more information, see RCM Analysis - Failure Effect. |
Criticality Scenario | A restatement of the equipment function, item function, and failure effects used as the basis for the criticality assessment below. |
Criticality Assessment | Describes the probability, the associated ETBF, and the consequence of failure. For more information, see RCM Analysis - Criticality Assessment. |
Strategy | Set the Strategy for the FM, or leave it empty if a Maintenance Task alone is sufficient. For more information, see RCM Analysis - Strategy Decision. |
Maintenance Task(s) | Click the + button and fill in the New Task fields. For more information, see RCM Analysis - Maintenance Tasks. |
Click Save.
Repeat Step 2 and the maintenance task procedure for every Failure Mode that applies to the RSL.
Step 3: Approve the RSL
An RSL must be approved before it takes effect and can be assigned to Equipment.
Open the Approval sidebar on the RSL Details Page.
Click Approve.

If your site uses multi-level approval, a single Approve click may only bring the RSL to an intermediate status (for example, WRITER APPROVED or LEVEL 1 APPROVED):
Click the arrow next to Approve and select Final Approve.
Click Final Approve.
Once approved to the final level, the RSL's status changes to Final Approval and the RSL shows as IN EFFECT.
