Using Integrated RSLs

An integrated RSL can be a Global or a Local RSL. This article explains how to use the additional HSSE Critical Equipment (CE) features of an Integrated RSL, building on the concepts introduced in Integrated RSL Basics.

Task HSSE CE Category

In the Integrated RSL, you can assign the HSSE CE Category to a task.

After copying in the Integrated RSL onto a FLOC or Equipment, the HSSE CE Categories are visible on the Analysis Main Screen (Overview Grid) and on the Tasks Main Screen (Overview Grid).

Operating Context

A description of the safety functions of the HSSE Critical Equipment — required to prevent major accident hazards from occurring — can be stored in the Operating context area of the RSL header, as free text. This description is typically sourced from a HAZOP study item.

  • The RSL import procedure is adjusted so Operating context data is included in the RSL field.

  • Adding the Operating Context to an existing RSL does not require a new revision, as the tasks and Failure Modes remain unchanged.

  • The Add new default text and Insert default text options let users work with predefined text templates, for instance, one referencing a particular HAZOP study.

You can create a rich-text default template that references a HAZOP study along with its study items and actions.

Functions & Functional Failures

In the integrated RSLs, Failure modes (FMs) specify Equipment Functions & Equipment Functional Failures.

Specifying Equipment Functions & Functional Failures in the Integrated RSL enables assignment of assurance tasks for HSSE CE, sourced from a HAZOP Study. These Equipment Functions & Functional Failures can be used by the Selective RSL functionality to automatically create System Functions and System Functional Failures during the RSL assignment.

This enables a “step out” of the RCM process, which normally requires the System Functions & Functional Failures to be defined before the Failure Mode and Effect Analysis is done for a system.

Aautomatic creation of System Functions and System Functional Failures assumes the failure analysis was done in the HAZOP study rather than in an RCM study, so the Equipment Functions and Functional Failures can be carried over from the Integrated RSL to the System.

Approval

When an Integrated RSL is applied, the resulting RCM analysis may not be approved automatically. In this case, a warning appears on the Calculation screen: “Warning: You have HSSE CE Category tasks and the analysis is not approved.”

This usually means the MEI does not meet the threshold. To resolve it, you can:

  • Complete the RCM analysis, including the POC and PONC data, to bring the MEI value above the threshold.

  • Mark the HSSE CE task as Mandatory, which drives analysis approval.

  • Mark the analysis as Manually Approved.

Task details

You can store the assurance tasks details in the available task detail fields to drive execution to the required quality level. This can include:

  • Performance requirements,

  • Pass/Fail criteria,

  • Work-instructions,

  • Procedures,

  • Frequency and Timing,

  • Relevant work process,

  • Materials or spare parts,

  • Critical Positions.

Updating Assurance Tasks

You can identify and update Assurance Tasks through the RSL updating process. When you identify Assurance Tasks manually — that is, not through RSLs — you can also update them using the Task Export-for-Import function.
